A few years ago, the City of Toronto spent $31 million on organic green-colored waste bins with a "raccoon-resistant" made-in-Germany gravity lock. 

A Toronto Star investigation later revealed that several Toronto raccoons had got a grip on how to open these new bins. The reporter also posed the question: "In our quest to build a raccoon-proof green bin, have we taken another step toward creating a smarter raccoon?"
